Where does $HOME/.rpmmacros play in the precedence list?

He will want to sign his rebuilt package too. These can help....
   $ cat .rpmmacros
   %_signature gpg
   %_gpg_path /home/HimOrHer/.gnupg
   %_gpg_name Him Or Her <somebody@xxxxxxxxxxxxx>
   %_gpgbin /usr/bin/gpg

If the precedence list slurps this up last then
the right thing will happen.
