That question is better asked on a WIN mailing list than here as this is a WIN issue, not FC. But anyway -- I have a PC with a similar issue over here and got some experience. The WIN XP installer will first come up with it's initial blue display, ask you to press ENTER or something and then scan your hardware. At this point, mine fails due to a Linux partition. So if yours fails before the first blue display, you have most likely an issue with your boot CD.
