Check out "scanModem" from
http://linmodems.technion.ac.il/packages/scanModem.gz

Even if it doesn't solve your problem it will give you extra
info which will help if you need further advice.

BTW you do have a symbolic link in /dev on the lines of :
modem  -> /dev/xxx
where xxx is the modem driver?
