1.  Yes, you can download the software on Windows and burn it using
almost any software that can burn CDs from .iso images.  Nero and Roxio
are known to work particularly well in that regard. 

2.  Fedora Core has 4 cds.
3.  The iso images are sized for standard blank CDs.  You won't run out
of space.
4.  Yes, you need all 4 CDs available before installation.
