Running a server requires to read the documentation. Please do this.
Then come back and ask what you didn't understand.
I posted you the links to the documentation both for dovecot and said
that you have to activate POP3 in the dovecot.conf. What you mean with
"SSL" isn't still clear to me. Neither I fear clear for yourself. If its
POP3s - SSL secured POP3 - then configrue dovecot accordingly and create
a server specific certificate (Common Name match).
