in /etc/bashrc which counts.
What you point to sets the xterm titel in the top window frame. Run
export PROMPT_COMMAND='echo -ne
"\033]0;I_am_a_foo@${HOSTNAME%%.*}:${PWD/#$HOME/~}\007"'
and you will see.
