In my case, I even went to http://bugme.osdl.org/show_bug.cgi?id=3669
downloaded and applied the patch at attachment id=4105 to the
2.6.9-1.681_FC3 kernel, rebuilt and installed the kernel.  My Compaq
laptop still does not power down on acpi_power_off.  I've posted this
fact to both the Redhat and OSDL bugzilla sites.  This is with no flags
to the kernel, which I believe means it defaults to acpi=on, apm=off.
All other ACPI functions (notification of AC to battery transition and
back in particular) still work.
