I have it narrowed down to where it does not start on boot but will
restart ok. The haldaemon service starts after vmware service starts. Do
you think it might be a timing issue?

There is some text in the FC3 release notes on configuring vmware
inside FC3.
Have you tried that out?
Also - you didn't mention the version of Vmware you have.
