Well, it sounds like you have two different displays configured (you can prove this by opening up xterms on both screens and issuing "echo $DISPLAY". Since you're running two screens, it's very possible that there's no window manager running on the second screen. I don't have KDE installed so I don't know the exact procedure for starting kwin on the other head, but it's probably something like "kwin --display :0.1".
