Not having the Fedora Core GPG key installed so far I hope you care for
security updates!

xyz-devel packages are only needed if you want to compile something for
which you need the header and/or libs of the xyz package.

Please read the documentation that comes with the dhcp package:

/usr/share/doc/dhcp-3.0.1rc12/
 -- especially dhcpd.conf.sample
