I didn't say anything against your strategy to tar the home and to deflate it once the new system is running. What I warned about is to just put user account entries from passwd, shadow, group and gshadow files. These files contain more accounts. You should only take the root and the user accounts (UID/GID >= 500) to keep their passwords and other settings.
