While it is not what I would call a WYSIWYG editor Quanta is pretty
good.  Have used it for a number of web pages on a job and it made
things quickly and easily.  Very easy to get started.  The only thing
that I did not like was that it did not use vi editing commands when
working directly with the html data.  

The publishing part was very good.
