You need to install the "vim-common" package. That should do it.
# yum -y install vim-common

If you're using the standard gnome-terminal, and on the Edit menu
choose
Current Profile, what do you see in the Compatibility tab?
Backspace key generates [ ASCII DEL ]
Delete key generates [ Escape sequence ]
Incidentally, these settings exactly match those of my RHEL3 system,
which works fine. Their /etc/vimrc files are quite different, but vimrc
and bashrc seem to be in constant flux from one release to the next.
