You only need to append ",user" or ",users" (sorry, not sure) to the list of options in the appropriate lines in /etc/fstab. Take a look at "man mount" for details.

In my fstab I see "owner", instead, but it should be the same as "user". Actually, I can mount cdrom as a user without problems.
