No, this is not necessary. See i.e. the FC2 release notes about that
topic.

You don't need to "enable" anything. It is helpful to configure
/etc/cdrecord.conf. To burn using /dev/hdb you could simply use

cdrecord dev=/dev/hdb filename.iso

On FC2 you have to be root when using the latest 2.6.8-1.521 kernel. You
can use k3b if you prefer a GUI burning program.
