No, Sendmail sends multiple "RCPT TO:" with one mail.

sendmail[31362]: iA539ZvT031349: to=<foo@xxxxxxxxx>,<bar@xxxxxxxxx>,
ctladdr=<alexander.dalloz@xxxxxxxxxxxxxxxx> ...
