What's the output of:

file fwbuilder*.rpm

Did you download them from sourceforge? Sourceforge downloads have a
step where you choose a mirror to use, and if you right-click on a
download link and choose "Save target as...", you sometimes end up
downloading the HTML for the mirror choosing page instead of the file
you wanted to download.
