I have done a bit of testing with Speedstep turned off and on (both on
mains supply). The performance of the laptop appears to be significantly
reduced with Speedstep turned off. The application I work on compiles in
11 seconds with Speedstep turned on and 30 seconds with it turned off!
From the comments provided I wasn't really expecting this. Any ideas?

Check the BIOS settings on Power Management. The Inspiron 8600 has
Intel Speedstep Technology enabled by default. That means that on
battery power the processor runs at half speed. Try setting the bios to
leave the processor at full speed on battery and see how that goes.
