Is this an exact copy from the grub.conf? That line makes not any sense.

kernel /vmlinuz-2.6.8-1.521smp ro root=LABEL=/ rhgb quiet

That one is a valid entry for Fedora. Does SuSE use partition LABELs to?
I at least doubt it uses RHGB. Maybe following is valid:

kernel /vmlinuz-2.6.5-7.104 ro root=/dev/hdb1 quiet
