Try the following:

mem=112M@16M (assuming you have 128M of system RAM installed)

Note: you have to do this for each boot and you should add this into the
grub entry once the system is installed.

For some reason the Compaq BIOS only reports the first 16M of system RAM to
the bootloader.  If you search Google you may find a few articles on it.  I
had this same problem with RedHat 9 on my Compaq 2500 with SMART array
controller.  It now runs like a champ.
