"selinux=0" is no grub setting, but a kernel parameter!

> 	kernel /vmlinuz-2.6.8-1.521 ro root=LABEL=/
> 	initrd /initrd-2.6.8-1.521.img

Your kernel line has to read:

kernel /vmlinuz-2.6.8-1.521 ro root=LABEL=/ selinux=0

if you want use it this way rather than the /etc/sysconfig/selinux
setting.
