Depending on how the university's VPN is set up, and if you're running
FC2, then just go to

System Settings > Network

In the window that pops up, there's an 'IPsec' tab.

Personally I couldn't get this to work, since there didn't seem to be any
way to specify an 'Xauth' suername and password, so I used
vpnc instead:

http://www.unix-ag.uni-kl.de/~massar/vpnc/vpnc-0.2-rm+zomb.1.tar.gz

which is a bit rougth and ready, but seemed to work.
