I don't know about mkbootdisk, but I use syslinux (syslinux.zytor.com) to create bootable CDs. See their site for instructions.
Incidentally, if the kernel is too large now to fit on a floppy -
and most computers now don't have a floppy drive anyway -
wouldn't it make sense to have mkbootcd as part of the standard distributions?
RedHat includes isolinux (the cdrom portion of syslinux) in their distributions under the isolinux directory.
