In the past, queries about this to the list admin address have gone unanswered. Without evidence, there is no way for me to take this up with my ISP, so the problem goes unresolved.

Any suggestions on how I might address this?

I had the same problem with my mail setup and it turned out that when replicating with the mailserver the mails were not deleted from the server, consequently the inbox went full.
Even though I had set my system to delete mail from the server when removed from local inbox this did not happen when they were moved by a message filter. I then found that the filter had seperate box that needed to ticked in order to delete filtered mail.
By the way, I am using Thunderbird 0.6.
