Thanks I will take a look at this.

Since it was working for someone else, I am guessing it is a related to
my running a development kernel. I have hit a time snag, so I might not
try this for a couple of weeks, but my plan is to downgrade my kernel
to the latest one in updates and see if that fixes the problem.
I will take a look at your howto as well, since any documentation on
tc is welcome.
