You may spent a look at motion http://motion.sourceforge.net/. You don't
have to use the motion detection, but the tool let set you up a
streaming server with automatic picture renewal from your webcam in a
specified period. You can even create a nice (often funny too) movie of
you webcam shots. Quite worth a check.
