Install the ipsec-tools rpm, and use the IPsec *tab* under system-config-network to define an IPSEC "interface". There are minor bugs however in some of the earlier tools. I recommend kernel-2.6.6-1.435.2.3, ipsec-tools-0.2.5-4, and initscripts-7.55.1-1.
