Or another alternative, point your yum/up2date to the
development/rawhide repos by editing the appropriate config file and
update ppp ONLY. Then remove the development/rawhide repo from yum.conf
or /etc/sysconfig/rhn/sources

Worked for me.  Though I do not have dial-up.
