means that they do not need to be backed-up

/sys, /proc and /dev are system directories and you don't need to backup
them, since they're recreated by the system anyway on every reboot.
Backing up those would make no sense, cause of the former reason.
Actually those are not regular files, but virtual files in the virtual
file-system.
/dev does not get recreated on reboot .
However you can get most dev entries back by installing the dev rpm. If
you have lots of custom devices in dev it wouldn't hurt to back them up.

I'm not sure if a recovery of all other files will be possible in the first
case or if the system will then run without any problems ?
I too thought about this, but I'm still backing up only my data and not any
system files.
