You need to edit the /etc/X11/XF86Config file and change the lines to
match the following:

       Option      "XkbRules" "xorg"
#       Option      "XkbRules" "xfree86"

Xorg replaced Xfree86 but during an upgrade it keeps the XF86Config file
but did not change the one reference to xorg as it should have.
