Just that FTP (port 21) runs over TCP and TCP is responsible for ensuring delivery. Simple FTP (port 69) uses UDP and is really only *decent* for small files, because UDP is a connectionless protocol. (Send it and hope it gets there.)
ftp (tcp/21) also uses ftp-data (tcp/20) for passive mode, and "simple FTP" is actually "Trivial FTP" hence its package name tftp.
