Any iden what this error message is sying (FC2)?

In the "Connections (secure-log)" section of Logwatch (under
FC2) I see a message Ive never seen before, namely:

    login: pam_succeed_if: requirement "uid < 100" not met by user "reg"

Any idea what this is trying to say?  What it is trying to warn me
about?

I am user 'reg' and all user uid's are in fact > 1000, so whats the big deal?
