I had this problem too, albeit with the US English keyboard. It turned out to be an issue with the Xorg that's shipped with FC2: https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=123539 which I fixed by applying this patch to /etc/X11/xkb/symbols/pc/pc: https://bugzilla.redhat.com/bugzilla/attachment.cgi?id=100534&action=view After killing the Xorg server and logging back in, I was able to use the Win key.
