Although Fedora does mostly include pretty recent packages even the
current development builds only include a rather archaic mysql-3.23.58-9

install an official build instead. However this cause several other
problems, most important the perl-DBD-MySQL-2.9003-4 fails due to
unsatisfied dependencies.

Install the RPM labeled "Dynamic client libraries (including 3.23.x
libraries)" and named "MySQL-shared-compat-4.0.18-0.i386.rpm" instead of
the MySQL-shared-4.0.18-0.i386.rpm..
This will solve the dependency issues with the perl and php packages..
