Just for a single RPM it makes not much sense to create an own local
repository. Else you could follow

http://fedoranews.org/contributors/hal_canary/yum/

To find the packages needed for resolving dependencies of the foo RPM
use "yum provides", see "man yum". Running "rpm -Uvh
foo-x.x.x-x.i386.rpm" and then searching for the packages additional
needed is then not a big problem.
