Yes.. you can do a yum update or apt-get update ; apt-get dist-upgrade .
You only need to edit your configuration files for yum and/or apt-get.

by comparison with the earlier ones?
No idea what you meant here... But the isos will be very different , so
a rsync will be the same as downloading the full isos.
