It's a daemon that monitors disks that conform to the SMART
specification.  Of course, you'd know that if you had done "man smartd".
It's failing because a) it's not configured or b) you don't have SMART-
compliant disks.  Check /var/log/messages for any error messages it
may spew out while starting.

Does smartd depend on the bios having smart enabled on the drive? You may also want to check that.
