Create a test user and configure the settings you need. If you are satisfied with the results copy the files from test user's home back to /etc/skel. Make a backup of that folder in case it does not work out the way you want.

That's what I did but I didn't get the configuration I wanted!
For my standard (test) user I modified the menus and the bar (eg Konqueror instead of Mozilla), but the new users received Mozilla!
