Do look at these 1Kb files.  

I suspect you are downloading the html message that says the server is
busy.  When a you ask for a file and the server out there gives you
something else things can be confusing.   

Sometimes it is the way the web site is setup.
I find that a shift right mouse forces a download
when a simple click appears to download.

I suspect some 'dynamic' content sites are confusing things because
they are not well constructed or configured.  For me some downloads
are tied into a different host popup (that I block).  A look at the 1K
file gives me a clue.
