lokkit is part of redhat-config-securitylevel-tui.  Since RH9, it has
supported iptables by default.  There is no lokkit rpm in FC1.  In fact, I
don't think there is an ipchains config tool in FC1 at all.

A fresh install of FC1 should not install ipchains, but an upgrade from
RH8 or earlier probably will leave ipchains in place.
