Ok, you are not speaking of "configure" as part of compilation process. What configure script is it and what does it do?
it uses env var PKG_CONFIG_PATH. i don't have such variable, maybe setting it will solve the problem, i wonder where it should point.
It seems the RPMs you have installed have incomplete requirement tags. It would have been useful if you have said which packages that are and from where you did take them. I fear these RPMs are bad packaged or not fitting FC1.

i deleted that rpm and can't find it anymore. probably you are right.
