For now, one way try to script this is by
using http://0pointer.de/lennart/projects/ifplugd/
which will not only bring up your network interface
when the cable is connected...
then its just a matter of cronscripting for the status or what not.
I think ifplugd even comes with a simple status command for
convenience.  Netplug is another project aimed at making starting
network interface on cable connect.
