Exactly so.
I am one of those that buys the cheapest CD-R's.  I find that burning
them at 1/2 or 1/3 max speed produces good images.  And at a fifth the
price I am happy with the slow ones for most things.

I always slow the write speed down when I make distribution disks for
myself or friends.  I do this on the assumption that they may also be
needed for the rescue mode when you cannot just burn another.  In
rescue mode they may also have to be read on an OLD reader on an old
box.
