The simplest, most idiot-proof way to do this is have a tcpdump running on your external interface, sniffing tcp port 25. Have someone remotely telnet to your server's port 25. Look for a SYN packet. If a) their connection is immediately refused, or b) indefinitely times out, and c) you see nothing on your end, chances are good your ISP is blocking inbound SMTP. If you DO see traffic, then have them attempt a SMTP handshake.
