Don't know if it works has I've not tryed it. I think grub renames the partitions, so hda in grub is labeled as hd0. So try with hd0 as the parameter.

grub-install uses Linux device names (/dev/hda, etc.), NOT BIOS names
(hd0,0).  grub uses BIOS names internally.

Try /dev/hda1 (your hard disk has at least two partitions and you need to tell the program in which one you want to install it)

No, that will install it to the partition, not the MBR.

The error message indicates that the BIOS doesn't know about the drive.
This IS an IDE drive, isn't it?  We'd need to see your drive layout to
better answer this.
