You can do exactly what you asked of, merely make duplicate entries in your grub.conf and append the line that begins with kernel with init x
where x is either 1 or 3. And just change the title to reflect the changes in init so you will be able to tell what you are booting into. IE
title Fedora Core Single-User Mode(2.4.22-1.2149.nptl)
root (hd1,0)=
kernel /vmlinuz-2.4.22-1.2149.nptl ro root=LABEL=/ hdd=ide-scsi hdb=ide-scsi rhgb vga=791 init 1

To edit dynamically:

-  Step to the right line (you might have only one: "Fedora Core ...").
-  Type "e" (edit)
-  Step to the kernel line
-  Type "e" (edit)
-  Add the options that you want (press RETURN then IIRC)
-  Tupe "b" (boot)

You can also add additional entries to grub.conf, of course, that
you can choose at boot time.
