When you choose workstation, it would be less-restrictive, for instance, than a server on this regard.
I think it should be a tool that allows better administration whether it is a server or workstation. Allow a senior administrator more rights on a server than a junior. As I use my workstation and home computer for different types of testing, I install everything.
