Just for kicks I changed level 1 to on and it started working. Fyi - I would try to connect after a reboot and the ssh connection was refused until I loged on to the console. How can you tell that sshd is starting only after you login on the console? Is there an entry in /var/log/secure shat shows sshd starting after you login to the box?
