GPG is a program (public/private key en-/de-cryption program) and GPL is
a license (telling you what you can & can't do with the software it
covers).  You shouldn't need to pay (much of) anything to get the source
of a GPL'd program.

Sounds like you are just having a problem with your up2date GPG key.
