Okay,

We've got it working under root but not user.  What am I doing wrong?

Redhat Linux does not ship with MP3 enabled media players due to patent 
concerns.  You can, however, download and install an RPM package that will 
add support back in for MP3 CDs.  

The RPM package is called xmms-mpg123-1.2.7-21.i386.rpm

You can find this package here.
